Jennie Norris is a graphic designer, illustrator, and fine artist who works with the United States Mint Artistic Infusion Program. Her design for the reverse of the American Gold Eagle was one of more than 30 taken into consideration to be the new reverse design for the series. It was chosen in mid-2020 to replace Miley Busieks long-running reverse image depicting the family of American bald eagles.

Obverse design elements on the 2021 1/4 oz Gold Eagle include the effigy of Liberty that was created in 1907 by Augustus Saint-Gaudens. This image was originally used on the $20 Double Gold Eagle Coin from 1907 to 1933. It features Liberty in front-facing relief with a large torch in one hand and an olive branch in the other hand.

Reverse visuals on the 2021 1/4 oz American Gold Eagle Type 2 Coin include the new bald eagle design from Jennie Norris. This depiction shows a bald eagles head in left-profile relief with an impressive level of detail capturing the natural features of the American bald eagle. This includes physical features such as its piercing gaze and its hooked beak.
